What is the meaning of this news on the Libyan campaign in English?

The USA were making all strategic and military decisions regarding the attacks on Libya. Those descisions will now be made by NATO instead. Nato is made up of a headquarters of military staff on secondment from member countries but no actual fighting units, so part of the process is setting up a structure so that when a NATO commander makes an order the unit instructed carries it out, rather than waiting for instructions from its country's commanders. Each conflict is different so requires a different structure that has to be agreed with all units involved.
