Why do illegals get free Dialysis at no cost to them all free of charge?

Because someone (in this case, the hospital and the dialysis providers) agreed to give it to them. Just like if someone on the street agrees, for whatever reason, to give you a beer, you get a beer, even though that might not be good public policy. We have not banned charity. Yet.
