Are building security guards legally allowed to take possession of your driver's license, or the like?

They ask to take possession of my driver's license in exchange for a freight elevator p card at some of the buildings I work at as a contractor. I always thought the only people that were allowed to take possession of your driver's license were police officers or the courts? Could someone please let me know the answer to this.
